Consulting Highlights
Mr. England has served as the Internet architect for RC Networks, Inc.
since April 1999. Mr. England was the technical lead on the development of the
second and third generation product line at RC Networks, enhancing the basic
frame-relay switching functionality of the original RC8000 access concentrator
to include IP forwarding, multi-port NAT with DHCP, and other advanced Internet
features. He acts as liaison between Engineering and Marketing to finalize
product specifications and product literature for new products and software
releases.
From July 1998 to January 1999, Mr. England focused his energy on expanding
Six Sigma Networks as a service firm as well as an established consulting firm. Six Sigma Networks runs one
of the premiere web sites for the support of small office network and Internet
solutions.
On 1 July 1997, Kent W. England joined GeoNet Communications, Inc. as GeoNets
Vice President of Technology. During his tenure at GeoNet, Mr. England concentrated his
efforts on the development of a new high-performance distributed web hosting service. The
GeoAccelerator service goes beyond current premise-based and colo-based web hosting
services by creating a true data architecture for the Web. The GeoAccelerator product
combines the performance of mirroring with the simplicity of caching, avoiding the need
for complicated meta-routing server locators.
Mr. England started his independent consulting company in San Diego in January 1995,
providing expertise and practical advice to prospective and new Internet service providers
and other organizations seeking to understand how they might become players in the
Internet services business or benefit from access to the Internet. Mr. England is the only
independent consultant in the US able to speak from direct experience on all
aspects of Internet services from operations and network engineering to marketing and
business strategy to organizational structure and staffing.
Mr. England spent nearly three years as principal technical consulting architect to Pacific
Bell in the development of their Pacific Bell Internet services, the most successful
Internet startup among the Baby Bell telephone companies.

Career Highlights
As Executive Director responsible for the CERFnet and InterNIC projects of the San
Diego Supercomputer Center, Mr. England re-energized a moribund organization into a
growing Internet Service Provider in the San Diego area. He negotiated an excellent offer
to buy CERFnet, and when GAs owner decided to keep CERFnet rather than sell, created
on 1 Oct 94 a new commercial subsidiary of General Atomics for CERFnet before leaving to
start his own consulting business.
At BBN, Mr. England defined a Virtual Private Internetwork service with public Internet
access for WilTel and successfully negotiated a partnership between BBN and WilTel for
provision of WilTel Full-Service Internetworking, announced in January 1993
WilTels first Internet service product. This project was an early precursor of
BBNs current successful development of commercial Internet services in the new BBN
Internet Services subsidiary, now known as GTE Internetworking. Mr. England was a pioneer
in the working relationship between BBN and AT&T, working in early 1991 on the
beginnings of the partnership between AT&T and BBN for Internet services that came to
fruition in July 1995.
Mr. England created BBNs first state-of-the-art, round-the-clock internet Network
Operations Center facility in June 1992, supporting NEARnet, ARPA Defense Simulation
Internet, the Ohio Academic Resources Network (OARnet), WilTel Full-Service
Internetworking clients, and the BBN Corporate Network. He oversaw growth of the NOC
business of 500% in two years with staff growth from two to twelve. This NOC was
a critical component of
BBNs success in developing their Internet services, including the AT&T Internet
services. BBN merged with GTE which then merged with Bell Atlantic to
become Verizon. BBN Planet and GTE Internetworking were spun out to become
Genuity.
Mr. England is a Principal founder of NEARnet, the New England regional network, in
1988. He made significant early contributions to NEARnets prototype network, its
operating principles, and to NEARnets early governance and supervision during the
first three years from 1989 through 1991 as a member of the NEARnet Steering Committee and
NEARnet Technical Committee.

Mr. England was Chief Technical Officer and Vice President of Technology for GeoNet
until GeoNet merged with Level 3 Communications of Louisville, CO in summer
1998. Mr. England defined
GeoNets groundbreaking GeoAccelerator Distributed Web Hosting product.
@Home Network
Mr. England was the key technical and marketing consultant to the @Work division of
@Home in the preparation of @Works second generation of products.
Pacific Bell Internet Services
Mr. England was the principal Internet consultant for Pacific Bells Internet
services subsidiary from its inception, providing realworld expertise on service
definition, market definition, product development, network engineering, operations,
staffing, and competitive analysis.
Pacific Bell
Mr. England was the lead technical consultant to Pacific Bells Network
Technology group in the development of Network Access Point (NAP) and ATM services,
particularly TCP performance over ATM.
Southwestern Bell Internet Services
Mr. England consulted for Southwestern Bells Internet services subsidiary on
service definition, product development, and competitive analysis.
Cisco Systems, Inc.
Mr. England was a key consultant to the Stratacom division of Cisco Systems on their
ATM for Internet strategy and was a technical advisor to Stratacom on product development
for Internet service providers. Mr. England is the author of several Stratacom white
papers and presentations used in their marketing campaigns.
